But Germany was obviously not willing to put in the big loans without seeing someone put skin in the game first. That would be the investor that never happened, and Sorensen same as before said he is confident about.

Had the feds stepped forward with the billion dollars last year, I thing it is likely Germany would have kicked in the loan guarantees. I'm guessing that was the basic idea. (100% taxpayer funded, from both sides of the Atlantic.)
