They need to get realistic and market this project for sale (100%) or to a partner who will completely manage the operation.
I'm sorry, but this project lives and dies by the fundamentals. No one invests if they don't strongly believe they are going to make a substantial return. Just the interest alone on a billion dollar loan is probably 50 - 60 million per year. Yes strategic partners may have offtake agreements, but there is no such thing as a free lunch.
Economists talk about macro and micro economics, investers talk about fundametals.
How can anyone assess this without a current feasibility study outlining the NPV.
