If I asked a lady to join me for dinner and she said yes, subject to these 137 conditions I think I'd starve before we had dinner. Sounds like the hypocrisy of Canada's pipeline regulations. I haven't seen the detailing if the conditions for offshore drilling, but for pipelines, in theory pipelines can be built, but considering the regulations/conditions no new pipeline will ever be built.
