Does anyone know how the shares are distributed, on the Nasdaq opposed to the TSE?

Are there shares on both exchanges or are they only on the one exchange.

I am asking as is if it illegal in the US to carry out this type of business protocol, how did they do it. Was it only on the Canadian exchange?
