Maybe they can make some more threats of layoffs to get some more subsidies or tax breaks.
Most Cananadians tired of this welfare situation but you still have a handful of Francophones we have to cater to. Basically Alberta takes care of Quebec through transfer payments as they just can't manage on their own and need handouts. Sad but true.
