I see this all the time with many public co.s. A co. announces LOIs, MOUs, partnerships, deals, contracts, etc. and then when they never materialize the co. says nothing. If these arrangements were material enough to disclose them when first initiated they are material enough to announce their cancellation.

I suspect some of Reliq's past contract announcements never materialized. Afterall, there is no comittment by clients to onboard a single patient. Crossley has cited Covid as the excuse to explain slow patient onboarding when cancelled contracts was probably partly the problem.
