Change guru's like Elon Musk and Tony Seba have long argued that without true economic benefit the adoption of planet benefitting/saving behaviours does not happen. It takes initial govt incentives then early adopters to reach the critical mass that drive the economies of scale that deliver the cost savings that intern lead to total market adoption and the removal of 95% of the historic practices (whether that be using a camera with a film, a petrol or diesel vehicle, or chucking soil toxic KCl on your land).
