One step to solve this problem is Anaconda Mining/Signal Gold executives and shareholders fire Kevin Bullock as their CEO, and replace him with someone whom has superior Engineering and Managerial skills whom won't make excuses.

Once Marathon Gold's Valentine Lake project goes online, Signal Gold will not be able to tolerate anymore excuses.
