This stipulation that the federal gov.should bring the premiers into a room and use its spending powers
to reach  its policy objectives has a dubious history.  Given our current crew I can imagine how the PM would be able to sway Legault, Kenney, Ford etc into submission.  But miracles are always possible. Just yesterday Doug was singing Justin's praises at the Windsor EV plant.  But then we are four weeks from an election.

In my province  grid maintenance is the responsibilty of Ontario Hydro.  Telcoms like BCE who use the poles may share the costs. 
My Hydro bill is divided into two main items:  (1) Cost of electricity consumed &  (2) Cost of transmission.  Often transmission costs exceed consumption!

Taxpayers or ratepayers... they are the same pockets.  And all the more reason for tax reform.
