Why are we talking about a model that cannot be used in the elaborate?
The resource calculation is not extra work like you say, it's the basis that was always needed for the elaborate submission.

You mean they were doing work up to the point where someone figured out that what they were doing did not meet Serbian requirements? Oupsss! We need to do additional work! Nobody knew that an updated PEA would be insufficient for the elaborate?
And I don't understand? Missed milestone to a fixed objective.
