Your problem is that you see what you believe.
You think the stock price should be something regardless of reality.
Do you even know what the value of the company and tech is worth?
No you don't, they don't even know themselves (the valuation is under way) so how can anyone know what the sp should be?
You want it to be a buck or whatever, so do I but it needs justification not just 'wishin and hopin'.

I think last Aug and Oct is more like the price this stock should be at and it reached that price.

Should be? 
Based on what?

Well below what it's real value should be considering the technology they own.

Real value?
Ah, based on what they say.
The technology they own?
Do they?
How do you know?
How do you know that it works?
If it does why haven't they proved it to all investors? (because its a secret)
The reason the sp is .30 is because they haven't proven what they claim, not because of someone constantly dumping stock (so what happened in Aug and Oct 21, did he go on vacation?)
This is an R&D company with red ink pouring from every department, no product, no sales, no revenue for at least 2 maybe more years.
You say the sp should be a buck?
The market doesn't think so.

Once the valuation is in, once they actually prove they can do what they say, then I would agree that there is justification of a higher than today stock price.
But the market doesn't always work that way, no guarantees.
It would still be highly speculative that a full scale production plant may be built but that too has many hurdles to jump, financing, EPA approval, permitting, these things under Biden will now take much longer.
Some people will invest on a long shot and accept the risk, most others will forego getting in at the bottom of a high risk stock and wait for proof.
The first group are in and have been for a long time, the second group is on the sidelines (hopefully) waiting for evidence to back the claims.
It's the second group that will move the sp.
That is why the sp is where it is now, not due to some mysterious force holding it down.
Don't need to invent some boogey man to explain why this hasn't taken off.

Until then I remain neutral, don't believe or disbelieve, waitng for proof.
