I hav a pretty good batch of the common...  i hav also traded it seveal times before that last overallotment.. 

Vlad NV is russian 2 the bone & doesent trust western partners...  he could hav constructed an all or thirtd party investor w all in intrest ownership...

LEO or QTA /Stigaset just did this w Rio Tinto...  Rio took 65%..  the extra 15% gives them a buffer from LEO sinking a sale @ the Nth hour.  U see this w Tesla and poision pills which trationally don't doo well N a court challange to fend off a sale..

the positive future development @ yet is not revolving around NCI..  there is over 100,000 acres all the way to the california border thats bare baby azzed - waiting 2 B grazed...

an open pit in todays dollars is over 1B$ cash up front to construct..  this is the price tag for the LAC Mine @ Thacker Pass which has been funded by Canacord Genuity in 2 500M$ allocations.

--> as to NCI - present day !  i will B e'-statik if they can hoist over 3000tpd.   sugar cubes and goobies will not get this stok over a buk..  the Liquidity is gone w the equity..  prior to this last ringing by SSbank..  the mine had equity and was liquid w retail investors...
