Don't know why & where Owen paid $0.245 for a BEW share when it is being sold at $0.23 at stock exchange?

Owen Moore, announces that he had acquired 10,000 common shares ("Common Shares") of BeWhere Holdings Inc. ("BeWhere") at a price of $0.245 per Common Share for the aggregate consideration of $2,450, which resulted in him owning 8,840,843 Common Shares representing 10.01% of the issued and outstanding Common Shares of BeWhere.
