Having a hard time understanding

Having a hard time understandingTo everyone on this board. I have done my normal amount of research before buying this stock and with a little cofidence that its Canadian also its been around for quite some time. But I cant for the life of me figure out whats holding its production back. Am I just not cluing into possible corruption, Cuban Govt, etc. Is it ifrastructure? Opinions?  They have tonnes of proven resource.
