Well, they had to take a scenario in order to do the FS and submit all the paper for EA and permitting.  The scenario of shipping the ore to PR might still be possible when we have all the required permits with the scenario that was submitted.  Having 2 options would have jeopadized the process and add extra time IMO.  So let's keep the option of shipping some ore to PR as a plan B.
