Not sure how C-19 supplies were shipped but expect, at least, the initial consignments would have been airlifted - a relatively cost-effective approach - before the less costly sea transport kicked in. You can't really do that cost-effectively with vehicles or heavy power packs. So the only way to do so is by ship. I also expect some of the equipment isn't off-the-shelf, as would be the case with PPE. So it's likely some production time is factored into the overall delivery time (not to mention ongoing global logistics challenges affecting everyone).
