The reason the aircraft carriers need them is they don't return to port and they have 5000 people on board.
Previously the Navy would just Chuck it overboard but it's no longer considered acceptable.
Only a military operation could afford to use such an expensive system and cruise ships are in port every couple days and can unload their garbage.
