It may be announced but I guarantee you Keller will put up one heck of a lawsuit to stop it.
Jeff also needs to decide whether it is a merger or a takeover, as he is stating both.

I did find it funny that in the NR Sheep provided it stated that GRB was participating in the RFP process for Montalva (like I mentioned in the Accion posting) and Jeff stated they were not.

"The Company's President Cliff Webb, P. Eng., has made the application for Montalva to participate in the new RFP."

According to Jeff they are not in the RFP process but having private negotiations outside of the RFPs.
Which is it seeing as you have said you're doing both?
