When the term 'stakeholders' is mentioned, and you look around the table wondering who the patsy is ... it's you.
There's a clue buried in the news release, but I'll leave it for you to find. No hints.

Anyway, a rough shortcut for the benefit of 'stakeholders': Take the HL price in USF, multiply by 0.15 and that's what the AXU.TO price should be if $CAD is ~1.28-9 US. Today it should have closed at ~.56 CAD. Unfortunately, the high in HL last year was about 9 bucks, so that implies AXU.TO at 1.35 even if that HL high is revisited.
So if producers of silver have a nice rebound from the seriously oversold conditions things may cheer up to some degree.
