Often when people here say "insiders are selling", what they are (knowingly or not) really referring to is cheap paper given to institutional investors, hedge funds etc. Many of them own less than 10%, and some unscrupulous ones will try to hide that ownership across a number of shell companies so none of them have to report if a single person or entity does in reality own more than 10% (this was the basis of a recent SEC action against a major canadian stock promoter/CEO).
