Like the article says, the rates were raised by 5 won per kilowatt, but since 1USD =1300Won that is only .38 of a cent USD, per KW.  And then since the value of the Won has been collapsing against the USD, the rate increase is not  even keeping up with the local currency depreciation against the USD, much less doing the anything to address the spiking cost of LNG. Per oilprice.com today:
Alberta natural gas: 4.74
LNG Japan/Korea: 38.61
