Yes, I believe the original reference was to "numbers" and if one looks at how well the country and provinces are prepared from an infrastructure point of view such as schools, hospitals, transit, security, etc. it might be a good thing to consider numbers. Just once it might be nice to have the horse in front of the cart so to speak -- but we have pretty much never done that. We have a history, whether it be on a city, a province, or a country basis to always be behind in building the necessary infrastructure -- must be something in the training program for politicians.
That popular saying "Build it and they will come." was never uttered by a politician -- theirs is more like "They will come and then we will build it".
