Insiders could buy shares if they wanted but don't because they know it's a waste of their personal money.  Since the company is running out of cash they've been paying employees with shares.  These shares were more of those free ones :)

@randomtask you have  stupid comment on simple problem. If insider buy 2 million shares it would influence stock price, if he buys shares and have undisclosed information he would end up in jail.
But now ,he got two million shares and  it's legal
