It is impossible to be permitted "very soon".  Even IF the ROD was originally issued, +60 permits/authorizations and AK legislative approval are required prior to construction by a real mining company.

There is no issue with NEPA or the EIS process, there is an issue with the lead agency regarding completion of a comprehensive and compliant EIS in a timely manner which includes cumlative and foreseeable future (Pebble Tapes-large mine plan) and mining method(s) alternatives.

Some agency must be the lead to enforce the Clean Water Act.  While their is an Act with regulations someone is responsible for administration.

Trump killed the project, remember?

None of this discussion matters if EPA restricts filling of WOTUS within the proposed watershed boundaries.
