What I don't understand is why the backlog is not being processed if we have all that staff hired in anticipation of big contracts. Why not address the backlog in the meantime, increase cash reserves etc .

the backlog isn't moving much. In my business backlog just means I didn't get time to do it but it's not good, no money in my pockets. Process the backlog and collect
