I think the argument about buy-backs vs dividends is valid. Why buy a 2% yielding stock when you can get a similar business yielding 3-4%? Bumping up the dive to say $0.20 per quarter would easily get us to $25 share price and is sustainable long term. The "need" to drive net debt down to $4B is questionable in my opinion. My concern is that this is a cyclical business, and during the strong part of the cycle, cash in shareholders pockets is best. Let's be realistic that we don't know what the long term future holds - 5 yrs from now - do we want to be a refiner (probably not), will Turd-bro make AB shut in some production?
Get us down to $8B net debt, and double the dividend for starters
