Kenya Govt. Should own the pipeline......Then the burden is on them for any inventory "shrinkage" along the route. You put the meter at the input from the fields to the pipes.
The Kenya Govt. then can go to World Bank, IMF, or whomever, some state bank in India or China, to get the financing for the build.
AOI should sell down 100% of their interest for cash and maybe a residual or royalty for the upside and long term.......and use the proceeds to buy back a BIG wack of stock in a SIB.
