There is no set limit by the regulator but the brokers. I imagine someone very rich that a broker would allow to short. I can short a stock below $2.00 but i can't if the stock has a too low volume. A .10c stock can be risky for the broker, it could fly 10 times with an unexpected and exceptional news. The broker don't want to lose money. Maybe be we can include some professional retails with cash. I stand for what I said that in general (although not mentioned), a retail can't short a stock below $1.00. I already posted that there could be exception (no confirmation but common sense) if the retail is rich. Retails short account for about 2%, the remaining are institutionals. Now send me a link about retails shorting stock below $1.00, I found nothing.
