I was a home renovation contractor for over 20 years and can safely say that cash jobs are almost always initiated by the homeowner looking to save at least the tax. (including former elected members of the provincial government) Try getting a loan to buy a new truck (let alone a mortgage) when yoiu don't have the income on the books. There are further issues with insurance (both liability and worker safety) and collections. If your contractor asks to do the job under the table, find a different contractor. Having everything above board is in the best interest of all parties
