As for the low crime rate I suppose this is helped out by the 3,000+ inmate super max correctional facility located in Tehachapi.
At least with the apartment facilities being all rental units they will have a decent place to stay after release.
I don't understand why Jeff never mentions the prison in his promotions.
Lots of employees, contractors and inmates are going to need to be buying your new homes.
Oh well I guess has enough with 3500 new homes needed.
