I cant confirm anything on grades, but if it is a conservative estimate, then most likely it is higher.
A buffer zone of some sorts until all mineral areas are mapped out in full with drill tests ???
Please remove 640,000 tpa from your mind as this has no impact on grades  and this is a 1,2 mil tpa process plant as it was designed for, at a minimum.
Possible to max out at 1.6 to 1.8 mil tpa with some tweaks.

It is always better to over design a bit, than to descover you missed the mark and need more than you have already built.
