Thank you, Sven. That was quite helpful. I finally watched the YouTube video and it was pretty good. At one point, Jeff says "this is a project that was overlooked by mistake. This should have been with the two projects that were qualified". Does he mean the two projects which did not have to go through a new interconnection review through LUMA? It appears that PREB shut down a (likely) more lengthy interconnection view per this quote:

"Avils Deliz mentioned that the aforementioned Resolution and Order "also expresses the reasons why an extension request was denied in which the Electric Power Authority (PREPA) intended to wait for an additional study to be prepared by LUMA on two (2) additional projects."

If that is the case, it appears there is a good chance this gets fast-tracked. Though I have to admit I have no idea if there is any bad blood considering litigation with BPJ that could cause further pigeon-holing until all the solar generation they need is procured. It would seem to make more sense for them to approve it rather than to face that potential 191 million dollar judgement somewhere down the road (though butt-hurt gov't officials can do some pretty self-defeating things).
