It goes back further than that! Go look back at their press releases from 2004. They've been trying to sell this idea for 18 years and counting.

Not sure how long you have been around but if you click on the little "news" tab above and then scroll back to page 16 on the news releases it will bring you to what may have been their first "pilot". If you then page forward taking note of each "pilot" news release since October 2013 you will recognize a pattern. Take it for whatever it's worth -- as you say 'pilots come first' -- that would be 9 years and counting.
