Taiwan produces 90 percent of the worlds semi-conductors. Simple like in phones, cars and computer chips. They also produce around half of the complex ones in military and medical.
The bill the states is looking to pass for semi-conductor support was in the 50 billion range.

Last I checked Canada is free from political risk (for the most part).
