If Insurance Pays Ransom then Why Not Sell SKI to Insurers?

I just listened to a youtube video where Randy Chou said that Insurance companies will end up paying the ransom to the criminals.

So why not sell SKI to insurance companies where the insurers require their clients to have Nubeva SKI installed on their networks, otherwise the insurers will not be responsible for payment of ransom if there is a ransomware attack?

Has Nubeva ever mentioned this, or have they been targetting insurance companies?
