Three possibilities IMHO:

1) A scam. 

2) Grotesque incompetence.

3) A Psy-ops of some kind.

Before you chose, review why the Nash property, including its highly specialized, very expensive equipment, was constructed in the first place in 1995.

Total cost in 1995 dollars = 50 million USD.
