does that make sense to you

in 10 years winters will be much milder any risk assessment will see that

Lol, what are you talking about! Nobody is ignoring science and yes, it's likely that temps may increase (on average 1-2 degrees, on average). Oh, and yes, it does make sense to me. I'm not sure where you live but I'm East Coast of Canada and the milder winters require more de-icing (not less). The milder winters mean that the constant precipitation melts quicker and in the evenings/overnight the temps hover just below zero. This results in black ice on major roadways and parking lots. Are you not going to de-ice late evenings/overnight? Is that ice going to be gone from my place of business by mid-morning to noon? Maybe, buy I still have to de-ice at 7:00 am to prepare for public foot traffic at 8:30 am.

Rely on a report vs science? This is a report geared towards market players. I would hope they would have their assessment somewhat in order.

I'm not saying you are wrong. I have no idea but agree it will likely warm up to some extent. It will likely get more milder over the coming decades. However, you are implying that everywhere will be balmy all-year around. I'm not there yet.
