Royal Helium Ltd. is a Canada-based company, with a primary focus on the production and development of helium and associated gases and is currently producing helium from its Steveville project in Southern Alberta. Its helium reservoir at Steveville is carried primarily with nitrogen. Nitrogen is not a greenhouse gas (GHG) and therefore have a low GHG footprint when compared to plants in other jurisdictions that rely on large scale natural gas production for helium extraction.

as I said below, with minor edits and some typos corrected

They need some production equipment to process the 15 mmcf/day at Steveville and the 5 mmcf/day at shallow Climax.

That equiptment has a price tag and a long lead time.  Last week they announced (in the space news presentation that you linked) that they are in the process of starting to pick a vendor "this week".   That is the same story for the last year.  They have a clear plan, we have been assured.  But the market wants to see that plan. (the order placed and the financing details).   If that had been included in this space news presentation,  the shares would have doubled.
