can any one explain what this means "has developed new high-altitude intelligence, surveillance, and reconnaissance (ISR) plane based on the Bombardier Global 6500 business jet airframe.

does it mean, they buy bbd global 6500 and prepare it and equipe it....etc

or, they make the jet from A to z as a copy of bbd global 6500

and can they manifacture a globall 6500 without bbd authrization??
