Rover tallies their - mineral credit(s)
Places a price tag on it - 
Native Band in Bugow district taps Fed for fudning.
Fed + Native band purchase the Bugow - 15 km land package with
( xxxx ) amount of minerals - for ( xxxx ) amount of dollars.

Two Stakeholders are now owner of - the Bugow minerals/claims .
Rover passed the torch to the 2 new stakeholders.
Yes... Gov'ts are considered stakeholders too. 

These two stakeholders have just acquired the minerals at a fraction of spot.
Say.. $200/ oz.  vs 2200 current spot.
1000 % ( savings )
These two stakeholders can now jv with fortune.

Rover moves on to indian lake
no share dilution
cashed up
share price reflects cash holdings + new claims value based on historical reports
everyone's happy.

An idea.

Again... in order for others to understand what stakeholders are...
One needs to study ( wef ) and know that Gov'ts and First Nations + Large businesses + Large investors are the stakeholders - which is perhaps a portion of the reason why the markets are the way they are - matching srakeholders with key projects that will run the world.
Hence - criticla minerals + energies.
Which is why i want Rover to assay for all minerals - historical reports say other minerals .
If we by chance have - cobalt - zinc - copper - Bugow qualifies as - critical minerals .
Geochem soil reports state - copper.
Other reports say.. .upper regions of claims have zincs and cobalt.

When speaking to the junior  Ford...
You have ot be exactingly specific...
Like - the press says... ores from Cabin sent to Fortune.

And that's why you have to be razor sharp - accurate.
There may be no cobalt on Cabin, but what about the holes other claims ?
Current + historical.
They only tested for gold - Ford.
