I'm no expert, so just common sense...it doesn't work they way you implicate (= "you're needy, you pay more). This is running through Investment banks...f.e. Chevron wants to sell an asset...they tender the offer to investment banks (or they have their usual investment bank, they work with). The investment bank then should promote the offer to the market and tries to construct it like a tender = companies interested should make an (secret) offer.
Maybe I'm wrong, but I'm pretty sure, that KH is not phoning around asking for major assets.
