I really don't know why others are making it a dependency on, Fortune and thier Spur road.

But.... as soon as one gets to the - Strutt Lake Power - no longer is it a winter road -
it transitions into a better road.
As mentioned prior, there's a road at the top end of Marion Lake.
What they should've done was build the road off of hwy #3 - go around Marion and tie
into the Strutt Power road and then... to Fortune and off chute to Night Hawk.
