For operations to resume, I would believe that a JOA would need to be done before such date based on the way that this has continually be emphasised as an important and gating item to be completed pre-production per my read of previous NRs.
Also if production is commencing in Q4, I would expect that alone would be deemed material and would require an NR.
Buttoning up all administrative items before production only makes sense to me, so taking the earliest date in Q4 as the earliest date activities resume, leads me to believe this would be the lates week things could be left to release an NR

In addition, SGE, as project operator, have advised that they have initiated the work towards a series of workover and well interventions on three wells on the previously suspended Bakau field at Selat Panjang. The operations are scheduled to take place in the fourth quarter of 2022. These independent operations are not part of the committed Work Program established in 2019 under the PSC.
SGE has been working at Bakau without the involvement of Sonoro, presumably without any agreement between the parties, so why would it be any different now?
Your suggestion that NR is expected before the start of Q4 is to me completely arbitrary.
Also, it's great that our "partner" has already commenced operations. Without knowing the conditions of the Shut-in of the 6 wells at Bakau, it at least implies less time to re-commissioning and production, which obviously is great for SNV shareholders should a JOA comes to pass.
