Really ??  The only thing you have correct is that it is not allowed officially but is quite rampant here in canada . I guess you have not bothered to read the Macmillan report of late 2019. 
  They don't have to borrow shares ahead of any shorting..just have a reasonable expectation to settle and literally be detected only 10 days after the shorting if not settled. And legally market makers according to the rules can legally short in certain circumstances to fill orders where inventory is not available.
 

  And you just found that link of ruling that is effective aug 17, 2022.

And even stipulates they have a way out

"without a reasonable expectation that they will have access to sufficient securities to settle any resulting trade on settlement date, which generally is two days following the trade date, is prohibited by UMIR 2.2 –)

And they also say that they should settle in 2 days but takes 10 days to be detected..so in effect they have 10 days to cover their tracks.

Those rules have always been in place so nothing has changed and the wiggle room to get aroumd them still exist.

 Funny that you would think that after all the time you've been in the market.

And as far as not knowing whther long or short  ??
  although you have been claiming of positive accumulation for how long now ??
reviewing the short summary trades gives a very good indication since the prior to the most recent shorting report was 22 % of volume and most recent is 32 %.

Not a stretch at all to conclude that much of the move is short covering.

    Maybe if you make more intelligent proofs of your conclusions i may be convinced !
