What are the Serbs doing?

Tim stated that they had to wait (among other things) for the Serb government to be formed before submitting the Elaborate to the mining ministry. Last I heard was that the government would be formed before the end of September. I hope that in the meantime, EV is working on Part 2 of the submission ....
What are the Serbs doing?!?! Get that coalition done and go back to work!
