Have you forgotten how to think for yourself ? PBM isn't getting a certificate without doing a full EA, no way, no how. I don't care how many connections you have and how much whomever wants it, it ain't happening. The only way to get a certificate is to do the work.
Stop blaming the FN. Stop blaming the government. Stop trying to take shortcuts. Stop telling yourself that things are going to happen overnight, because they aren't.
The fastest way to get this thing done is to submit an application and get a scope statement ratified. Are we doing that ? Has that started ? What's the plan ?
