The mine was practically approved, and was already set for EA certification, but the gov decided that they needed to stop it for ulterior purpose in order to assure Pacific NWST LNG pipeline was allowed to go through FN land, by having to ',move the goal posts'
So who is to say that they do the work you suggest, would the gov move the goal posts again? Here is a recap on what happened, which may be a good read:
