There are indeed old stopes under the city streets, but these are at great depths. There are shallower stopes south of the city but near homes around Rat Lake. In different circumstances, these would be mined by open pits. It was always the case that the ug blasts were felt in town. The alarms at the banks on main street had to be adjusted to accommodate these twice daily events.
