Should something like this ~US $100mm cellhouse repair ever come as a surprise?

Isn't monitoring and maintaining this kind of infrastructure essential to doing business as a Zinc smelter?

Perahps the new SP reflects some doubt as to whether the people running NIF have the ability and desire to act in the interests of the shareholders (other than Glencore, as Glencore may want to engineer a low SP to steal NIF out from under current shareholders)?.
