Theralase Technologies Inc. is a Canada-based clinical-stage pharmaceutical company. The Company is engaged in the research and development of light activated compounds and their associated drug formulations. The Company operates through two divisions: Anti-Cancer Therapy (ACT) and Cool Laser Therapy (CLT). The Company develops products both internally and using the assistance of specialist external resources.

I think you still don't get it. Gebremeskel explained correctly. You're confusion application versus response from the FDA.

Response could not come around your 30-45 days mentioned.

Just go to the drawing board once again instead of feeling persecuted. You're not mastering the basic, so your confusion.
